Voting Update: Photo ID Required for November 2012 Election

For the 2012 election, new rules are in place that require voters have photo identification on Election Day.

Key Dates for the 2012 Elections

10.9.12 - General Election Registration Deadline

10.30.12 - Last day to apply for Civilian Absentee Ballot

11.2.12 - Last day for County Board of Elections to receive voted civilian absentee ballots

11.6.12 - General Election

Voters will be required to show an acceptable photo ID on Election Day. All photo IDs must contain an expiration date that is current, unless noted otherwise. 


Acceptable IDs include:

• Photo IDs issued by the U.S. Federal Government or the Commonwealth of Pennsylvania

• PA Driver’s License or Non-driver’s License photo ID (IDs are valid for voting purposes 12 months past expiration date)

• Valid U.S. passport

• U.S. military ID- active duty and retired military (a military or veteran’s ID must designate an expiration date or designate that the expiration date is indefinite). Military dependents’ ID must contain an expiration date

• Employee photo ID issued by Federal, PA, PA County or PA Municipal government

• Photo ID from an accredited PA public or private institution of higher learning, including colleges, universities, seminaries, community colleges and other two-year colleges

• Photo ID issued by a PA care facility, including long-term care facilities, assisted living residences or personal care homes

If you do not have one of these IDs, and require one for voting purposes, you may be entitled to get one FREE OF CHARGE at a PennDOT Driver License Center. To find the Driver License Center nearest you, and learn what supporting documentation you will need to get a photo ID visit PennDOT's Voter ID Website or call the Department of State's Voter ID Hotline at 1-877-VotesPA (868-3772).

NO ONE legally entitled to vote will be denied the right to do so. If you do not have a photo ID, or are indigent and unable to obtain one without payment of a fee, you may cast a provisional ballot, and will have six days to provide your photo ID and/or an affirmation to your county elections office to have your ballot count. If you have a religious objection to being photographed you can still vote by presenting a valid without-photo driver’s license or a valid without-photo ID card issued by PennDOT.

If you plan on voting by Absentee Ballot on the November 6, 2012 General Election, you will need to provide proof of identification.

House Appropriations to Meet About Budget Today

The House Appropriations Committee will meet this afternoon and vote on June 28 on a budget that fully eliminates MA/cash benefits for 70,000 Pennsylvanians and decreases human services funding by 10%.  The Governor was not able to gain support for the block grant, but the block grant may reappear in a piloted format. We are happy that Rep. DiGirolamo championed our cause in opposition to the block grant.

What can you do? 

- Contact Rep. DiGirolamo’s office and thank him for opposing the block grant.

- Contact your legislator and the House AppropriationsCommittee today and urge them to express their support for funding at the current year’s level for mental health and substance abuse funding.

-Share with them how this would affect you and/or the individuals that matter to you.  

Call Your LOCAL Legislators Today

Contact Your Legislators and ask them to: 

--Express their opposition to the block grant and support for funding at the current year's level for mental health and substance abuse funding to the House and Senate Republican Appropriations Chairs and the House and Senate Majority Leaders.

--Express their opposition to the block grant and support for maintaining the current mental health and substance abuse funding levels in their respective caucus meetings on the budget.

Democratic Chair of the Senate Appropriations Committee, Sen. Vincent Hughes (pictured right), announced yesterday in his budget overview that the Human Services Development Fund (HSDF) block grant "is still in flux, not a done deal" and there is support for increasing the amount of the 50 percent restoration of human services funding. Sen. Hughes stressed the urgency to contact your local legislators TODAY (and every day until we have a state budget passed).

We are down to the wire with budget negotiations. The republican leadership and the governor have agreed to spend the number of $27.65 billion, and the details are being worked out as you are reading this.

Mission in Action!

Our bus trip last week to Harrisburg for Capitol Day perfectly illustrated how NAMI Southwestern Pennsylvania lives its mission of support, education and advocacy. On Tuesday, June 5, our mission was ADVOCACY. We coordinated a bus trip for 50 NAMI staff and members to the state capitol to take part in a rally and make personal visits to all of our state legislators. Our goal was to ask our legislators to:

--STOP the 20% funding cuts to community mental health services.

--STOP the block grant that puts community mental health dollars in jeopardy of being spent on other services.

--STOP the elimination of General Assistance cash benefits and cuts to General Assistance health care benefits.

Want to be part of NAMI Southwestern Pennsylvania's ongoing budget advocacy campaign? We are providing postcards to be sent to members of General Assembly. The message is simple:

STOP the 20 percent funding cut to community mental health services.

STOP the block grant that puts community mental health dollars in jeopardy of being spent on other services.

STOP the elimination of General Assistance cash benefits and cuts to General Assistance Medicaid health care benefits.
